I still don't understand how this can be a Ponzi scheme, unless people were paying using direct bank transfers. Paying via PayPal would mean that people in the later rounds who did not receive their models would get all their money back.

Funnily enough, I haven't received the second model that I ordered.  I went back into eBay and it turns out that I hadn't paid by PayPal.  You know when you get an option to checkout you can do so using PayPal but without actually logging into PayPal?  Well, that means you haven't used PayPal, even though your payment is processed through PayPal and your credit card statement shows PAYPAL *DAVIDTARALL as the payee.  So you don't get any protection when doing it that way.  Which, if you ask me, is downright sneaky of eBay.  You should get a huge warning that you won't be covered by the money back guarantee.  Lesson learned, and I'm off to make a Section 75 request through my credit card company instead...

I'd be interested to see if your CC company pays out under Section 75 for this considering it still seems to have been processed by PayPal (hence PayPal in the transaction name) and is therefore exempt from consumer credit protection due to it being a third party payment processor

Interesting point.  In this case, I didn't log in to my PayPal account, so I don't know whether that exemption would apply - the fact that the recipient was a PayPal account ought to be irrelevant.  I'm all ready to have an argument about it with eBay/PP and my credit card company though.  Time for some research...

I've never heard of your issue when paying like you did. So if you go into your PayPal account history now, the payment isn't logged there?
Either way, surely you'll be covered by the eBay money back guarantee because after all you never got the model and they obviously know this seller has now been suspended?

Correct, no payment showing in PP.  Basically you can pay through PayPal but without actually logging in - so the funds go CC => payee's PP account, rather than CC => your PP account => payee's PP account.  There are quite a lot of online retailers that allow PP payments in that way.  eBay only give their money back guarantee if you pay whilst logged in to your PP account, so I won't be making that mistake again.  It seems PP offer some protection too, so I will also try that route.
