What do you want them for? I have been making hooks for my ramp trucks from paper clips... not the best photo - I can get a better one tomorrow if you like?

Thrown away electrical cable stripped to the underlying wire is what I use.
For very fine gauge stuff old 4 core telephone lead.
Shape it around a screwdriver shaft - or something of the correct diameter.
Note that this works only for subjects up until about the 90's.
More modern tow hooks are often made from very tough material hanging from the bodywork.
