You should be able to find decal paper at most hobby stores/shops. Why don't you just use labels and glue/tape them to aluminum like this: sign tutorial This is the way I make license plates too.

You can also go Acme license plate maker and make the plates and copy/paste/print them.
Print them all at once and you should only need a couple of sheets of label or decals.

Here are a couple I just made:

If you don't mind, can you please post a tutorial on how you get them the right size.

I have been struggling on to get to the correct size.

I'll work on a tutorial, but in the meantime, I just copy/paste them into CorelDraw (I don't have PS) and make several size sets of the same plate. The reason I do this is because the plate holders on makes/models are not standard, not even on Ertl cars.
I used a scale ruler and start at about 1-scale foot long by 1/2 scale foot wide.
Some might not be the right scale, but are made to fit the frame that the manufacturer put on the model.

Here is a pic that may make some sense of it.

If you have the license plate on PS, you should be able to resize it in inches. You could try measure the actual plate and divide it by 18 for 1/18?

thanks for the links guys!

I just checked the link and it covers all states and provinces.....does anyone know if there a site that is similar for foreign plates? (such as Japan, HK, Europe)

I remember seeing somewhere online someone sells a software that you can make license plate with, and the fonts actually matches what they use on the real plates. Price was something like $40 USD. Someone on eBay sells custom scale plates at $8 each.
